Change in BAF as from 8th January 2007

Sea-Cargo is pleased to announce a reduction in BAF as from 8th January.

The average bunkers cost has in the last few months come down from its peak in autumn of 2006 - when Platts prices reached a top of USD 658/per tonn for Marine Gas Oil. The average level seen during 4th quarter 2006 has been very much higher than the Sea-Cargo BAF basis of March/April 2006. However, the extra cost incurred in 4th quarter 2006 has in full been covered by the line - which during the entire period has maintained a BAF charge at a competative rate of only 15%.

NOX surcharge as from 8th January 2007

Sea-Cargo regrets to announse the introduction of a NOX surcharge as from 8th January 2007.

The Norwegian Government has from 1st January 2007 introduced a new duty on Bunkers, or more correctly on NOX emission from fossil fuels. The new duty is NOK 15/kg NOX emission - which set to 75kg per ton of bunkers. This represents an extra cost of NOK 1125 (or USD 180) per ton of bunkers consumed. The duty is only applicable for consumption inside Norwegian controlled waters.

Sea-Cargo (and other key market players) will do its outmost to reduce the consequences of the new duty - which in the long term could cause some unwanted effects in the way we operate our liner services (inside the Norwegian waters).

.

The Sea-Cargo BAF basis of March/April 2006 is actually based on figures very close to the present price level.

However Sea-Cargo is confident that there will be a slightly lower price level for bunkers in the comming months - and is therefore pleased to announce a reduction in the present BAF level of 1% - to 14% - effective 8th January 2007. the revised charge is still considerably below the average BAF market level - which is directly in line with the Lines strategy - "to maintain the best possible cost structure on all our service"

However, at this moment there is little and nothing we can do but to accept the charges and therein the considerable increase in the cost for bunkers.

The NOX duty represent a considerable increase in cost - and we are as such forced to introduce a NOX surcharge to partly cover the cost. The NOX surcharge will be 2% - effective from 8th January 2007.

We trust you all understand the above and that we are left with no choice but to impose this new surcharge - a direct result of a new duty imposed on us by the Norwegian authorities. The factthat we at the same time are able to reduce our present BAF level will partly reduce the burden of the new surcharge - and the combined BAF/NOX surcharge of 16% is still considerably below the market level.
